New TSC Information Emerging On 2021-2022 CBA

The Teachers Service Commission has provided more details about the Collective Bargaining Agreement (CBA) for the year 2021-2025 in a circular dated September 10, 2021.

 

On 13 July this year, the commission signed the CBA 2021-2025 with Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET), and Kenya Union of Special Needs Education Teachers (KUSNET). ) (2021).

 

TSC has provided information in the circular on when CBA 2021-2025 will be implemented, along with salary, promotions, transfers, leave, career advancement, and performance management and evaluation.

 

According to the commission, the CBA became effective for all trainers on July 1, 2021. The implementation time is from July 1, 2021 to June 30, 2025.

 

The teachers will be given basic pay on the basis of Appendix I, with allowances distributed as per the following appendices:

 

I. Passenger Allowance – Appendix

 

Second Disability Guide Allowance – Appendix 3

 

iii. Leave Allowance – Appendix 4

 

iv. House Allowance – Appendix 5

 

v. Hardship Allowance – Appendix 6

 

vi. Medical benefits will be received as per Part IX of the Code of Regulation (CORT) for Teachers.

 

 

vii. Transfer Allowance is payable at the rate of one month basic pay subject to the provisions of regulation of CORT.

 

Teachers will be promoted on the basis of career progress guidelines. In positions of teachers and hardened staff working in ASAL, who are also in executive administrative positions, they will be gradually promoted until they reach a grade commensurate with their responsibilities.

 

 

Transfer of teachers will be done as per part V of CORT and rules of commission. To follow the obligations of the constitution for family values. Consequently, TSC will take into account the availability of vacancies, the need for suitable replacements and the existing staffing rules. Marriage proof will also be asked.

 

Part X of CORT will be used for scrutiny and approval of applications for different categories of leaves. On the other hand, the commission will give:

 

• Maternity leave of one hundred and twenty (120) calendar days with full pay from the date of delivery.

 

• Forty-five (45) calendar days of pre-adoption leave with full pay from the date of adoption.

 

• Paternity leave of twenty one (21) calendar days once a year with full pay.

 

TSC will also implement Teacher Professional Development (TPD) programs and a performance management system in the teaching service to improve and maintain high performance standards.

 

Teachers who successfully complete the TPD program will be awarded a Teaching Certificate under CORT Regulation 49(1). Career progression in the teaching profession will follow the established Career Progression Guidelines (CPG).
